Governance

The SmartPlanning Lab (SPL) is an activator of urban governance processes, meant as a tool for communication and dissemination of project results through training and professional updating of public administration officers and citizen, with the intent of populating Smart Cities with Smart Citizens that enjoy results and proposed services.

To create a smart citizenship means to offer the opportunity to the citizenry to take an active part in the project and to support the adoption of new lifestyles that embrace energy efficiency and sustainable mobility themes. Therefore, this section describes the institutional relationships and the activation processes carried out by the SmartPlanning Lab.
A participatory policy must put into the foreground the administrations in the trial of an engagement model for the application of new tools. In the first phase of the project, it was considered essential to organize some meetings focused on governance practices starting, and to encourage dialogue between involved administrations and project partners.
At the end of each meeting, a summary of each table themes was produced, in order to reduce the complexity of some administrative and technical questions that project partners are facing. The governance procedure goal is to overcome such problems.

  • 22th November 2013– meeting between M. Carta and project leaders of Electronic Town Meeting Palermo;
  • 2th December 2013– meeting, at Palermo Municipality, between M. Carta (SPL), D. Ronsivalle (SPL), G. Silvestrini (Exalto), G. Barbera (Palermo Municipality) regarding urban living and energy;
  • 12th December 2013– Meeting between G. Silvestrini (Exalto) and  D. Caminiti (AMAT) about urban car sharing project;
  • 3th January 2014– meeting between M. Carta and project leaders of Electronic Town Meeting Palermo;
  • 8th January 2014– meeting between M. Carta and project leaders of Electronic Town Meeting Palermo;
  • 25th January 2014– between M. Carta and project leaders of Electronic Town Meeting Palermo;
  • 14 th February 2014– meeting at SPL between D. Ronsivalle and F. Lisi (Municipal Police Palermo) to check the possibility of a collaboration on issues related to sustainable mobility and urban cycles management of Palermo;
  • 28th February 2014– meeting at AMAT spa between D. Ronsivalle (SPL), G. Silvestrini (Exalto), P. Cicero (Italtel SpA), F. Lisi (Municipal Police Palermo) regarding check of the protocol’s contents. Contacts with TRS, the company that manages the car sharing database of Palermo;
  • 3th March 2014– meeting between M. Carta and European Structural Funds Officers of Palermo Municipality;
  • 5th March 2014– meeting between M. Carta and European Structural Funds Officers of Palermo Municipality;
  • 30th April 2014– meeting between M. Carta and European Structural Funds Officers of Palermo Municipality;
  • 3th March 2014– meeting at Palermo Municipality between M. Carta (SPL), D. Ronsivalle (SPL), I. Messina (Palermo Municipality – General Direction) about the information sharing project;
  • 12th March 2014– meeting at ENEL spa between G. Silvestrini (Exalto) and G. Caimi (Enel) for sharing databases on energy consumption of Palermo Municipality.
